I've tried SFC and CHKDSK and DISM and my downloads folder in Explorer still hangs and wont open. Other solutions?

I have Windows 10. I have Windows 10. My Downloads folder in Explorer hangs and wont open. All other Explorer folders do open. I've tried SFC and CHKDSK and DISM and Downloads folder is still hanging. Do you have any alternate suggestions?I had this problem about a year ago and SFC and CHKDSK fixed the problem.
