Language download stuck

The issue is that every time I attempt to download Chinese Simplified onto my computer, it would always reach a certain point before failing to continue to download. I don't want it to be my main language though. I've tried deleting and reinstalling. Any ideas on how to fix it?FYI: The system is windows 11 on a surface studio 2.
