How do I install MSVC++ Redistributable for "All Users"?

OS: Windows Server 2016

 

I am using chrome.exe headless to convert html to pdf and it quit working today, after we updated our chrome browser to the latest version.

 

The latest version of the chrome.exe needs the latest MSVC++ Redist.

 

As admin, I installed the latest version of the Redist and it solves the problem... for me only. The installer does NOT give the option to install for "Only Me" or "For Everyone". Every other user needs access to this latest library but cannot get it so they are unable to convert HTML to PDF. Currently the users are under a policy where they cannot install anything. I'd rather not change that policy because our users log in and use their RemoteDesktop on various days of the week and I'd have to leave that policy switched off for about a week.

 

How can I "tell" all user's RemoteDesktop session to use the latest MSVC++ Redist that I have installed?
