Windows 11 Pro Workstation Server 2016 server

We use a lot of remote Apps that pull from the 2016 server. Chrome, Word, etc.

I have 6 monitors connected to the workstation, 4 on one card , 2 on another.

If I power off 2 monitors, any of them doesn't matter which I power off and leave myself with 4 active monitors the remote app will move freely amongst the 4 monitors, once I power on any additional monitor the remote app becomes stuck on one single monitor and won't move anywhere. Even if I terminate the session and connect again.

It should be noted if I rdp to the server I can move the rdp connection to any of the 6 monitors.

I checked the rdp file for the remote app and it has span and multimon set to 1.

Is there a 4 monitor limit for remote Apps?
