Apple USB tethering only works after I restart my iPhone

Hi there,When I try to connect my hotspot to my PC through iPhone cable, it doesn't work, though my PC did recognize my phone. In the "View network connections" and the Ethernet troubleshoot results, they both said my phone was unplugged.
