I have shared a folder on MS Windows 2003 Server Std Edt for a group of users to store their data. I want to set a quota size limit of 10GB for that folder. Once the folder hit 10GB, user cannot save anything in that folder.

For Folder volumes you have to install R2 which requires an additional license.
