How do I fix this power saving mode issue?

Hello,A month ago I started to have this problem on my computer where if I play a game, for some time usually 5-10 minutes. My pc's performance progressively gets worse and then by the time it gets really bad to the fact that it barely shows frames, it shuts down to power saving mode.I've tried cleaning the motherboard and the fans, well it did work with the performance being kind of decent. Though it would still shut down to power saving mode.Now it's on the point where i cant boot up the pc due to also it saying power saving mode and it the graphics card fan also wont move.Im hoping I could
