Win-H Dictation stops working, mouse is spinning circle when at top of screen.

I use the Microsoft Dictation feature (Windows Key - H) routinely, and I'm very happy that it exists. Unfortunately, it is not very stable. Problem: sometimes I can't click on browser tabs at the top of the screen, getting a spinning mouse wheel.Cause: it's because the Dictation bar crashed.Solution: Ctrl-Alt-Del, go to Task Manager, go to background processes, left-click on the "Microsoft Text Input Application", and End Task.
