remote desktop licensing on WS 2022

Hi,i have installed windows server 2022 (genuine) and then activate the remote desktop license said "retail...." for 500 user or device i'm not so sure. cause now have BSOD, i want to install it again.my problem is when said remote desktop already activated. none of user RDP occupied the license, still remaining 500...can somebody pls tell me how to activate the RDP license and user can use itthx uregardsjohnny
