DNS not working on new domain controllers

I am running into a weird issue where DNS is not working on my new domain controllers. Here is my setup and what I have done

Old DCs

sdc-o1 - master/holds all roles

sdc-o2

sdc-o3

sdc-b1

sdc-b2

New DCs

sdc-o4

sdc-05

sdc-06

sdc-b3

sdc-b4

Over the weekend I disconnected the nic on o2,o3,b1, and b2 then on the new DCs, I changed the IP to the IPs of the old DCs, and then changed the old DCs to the IPs that were on the new ones.

I am now running into an issue where DNS is not working on any of the new servers with the new IP addresses. It appears that all replication is fine. Doing a nslookup using all of the old DCs with their new IPs address DNS is resolving correctly but on the new ones, it is not resolving.

Any ideas as to what could cause this? I've cleared the DNS cache on all of the new servers as well as ran dcdiag /fix... All tests passed except for

DFSREvent: Starting test: DFSREvent

There are warning or error events within the last 24 hours after the SYSVOL has been shared. Failing SYSVOL replication problems may cause Group

Policy problems.

and SystemLog:

Starting test: SystemLog

A warning event occurred. EventID: 0x00002720

Time Generated: 09/09/2024 15:56:19

Event String: The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID

Do you have any ideas about what could be causing this issue? It's probably something simple I'm missing but can't for the life of me figure it out.
