Japanese IME not working properly on Windows 10.

The Japanese IME doesn't change between kana and romanji when I click the A. Tried everything I could think of and even tried Google IME but after trying the suggestions made here: Redirecting by Victor_valentin_1 and Patrick Dark I can't even use that. Please help me fix this issue.
