My PC reboots when accessing the internet

My PC reboots when I start opening browser and games. I tried reinstalling windows, replacing psu, removing gpu and using igpu, check cpu thermal (30-40 °C on idle and 60-65 °C on high loads), updated drivers using driverboost, used malwarebytes to check virus, and benchmark using cinebench r23. When I'm using windows safe mode it dont reboots.I found a fix (but not an actual fix). Setting the cpu maximum performance to 90-99% in control panel power plan option. But when I play games in more than 1 hour it reboots. And also lessening cpu clock speed lessen the performance in games.I need an ac
