How to fix error code 43

I completely a factory reset with my pc yesterday.Today ran into some issues and had to complete reset again for this to properly work However my GPU (2080ti) is not being detected and keeping a low resolution with the error code 43. I don't think it is a hardware issue as it was fine before the reset and performance tests have always been fine and the fact this has happened after an issue with the reset.I have tried updating driver, checking PSU, checking ports and the GPU is connected securely.Any advice?
