I can't use administrator rights. Applications won't launch

I can't use administrator rights. Everything works fine except I can't run cmd as administrator or run any program as administrator.I cannot perform any action on the system that requires administrator rights. I can't even launch msconfig, task manager and other system applications. But other applications such as discord, steam and some games work fine.What I tried to do:1. I checked my permissions, it says everywhere that my windows account an administrator2. chkdsk c: /f /x3. sfc scannow (in safe mode because I couldn't do it any other way)4. Deleted all applications from star
