RDP licensing problem

Hi,my friend has license windows server 2022 and rdp license. windows server license works well. but license of RDP didn't. i've already install and activate the license and input serial number on RDP licensing manager, and shows 500 device CAL. but none of them occupied by user devicethey are still using 120 days default until end of it. and RDp didn't worked.can somebody pls help me explain?thx uregardsjohnny
