Laptop Battery Not Charging.

I have an HP Pavilion 15 laptop and upon start up (plugged in to wall outlet), the battery is not charging (% stays at 0). I've tried to run a battery report using Powershell but I get the error code 0x10d2. I was however able to retrieve an energy report, but cannot translate the issue at hand in these files.
