Why can't I lock my lost device and why isn't its location updating?

I lost my laptop, but when I go into find my device in the microsoft page, the last time its location was updated was 12 hours ago, when I had my laptop, and has not updated since. Any attempts to lock my device have failed too, as I keep getting a message that says 'failed to lock the device but we will email you when we successfully do so'. I have not gotten an email for 12 hours despite multiple attempts to lock my computer.
