How can you manually delete a user profile from Windows 11 registry?

On my Surface Pro 6 running Windows 11 Pro 23H2, I have an administrator user profile that is only partially deleted. Windows Hello still recognizes the user but it starts "Preparing Windows" then displays "We can't sign in to your account". Clicked "Sign out" but it recycled back to "Preparing Windows" again. Went into Settings, Accounts, Other Users and tried to remove the account but it shows "Can't delete account". Fortunately there is another admin user on this machine that works just fine but whenever the "partial user" wants to use the system, Windows tries to sign her in and fails
