is it feasible and correct to block cmd.exe, powershell.exe and explorer.exe with public profile in outbound traffic in windows firewall?

I am at home, only need to use window update and firefox and edge to browse bank web site, if block cmd.exe, powershell.exe and explorer.exe with public profile in outbound traffic in windows firewall, will it influence window update and window login from my local login?when I blocked powershell and cmd.exe in public profile in window firewall and new firewall , there is no response to open file dialog after click browse button.
