Accounts Settings show completely empty screen

I needed to change my account to a local account and since then the Settings - Accounts screen doesn't load any information. Even logging in again with a Microsoft account, the problem persists. I also noticed that the recommendations section in my start menu has disappeared.However, I can access the Accounts Settings submenus without any problems, but only via links. I can even change from my local account to Microsoft and vice versa, but the problem on the Accounts screen persists.
