Win10 can not see all GPU in Graphics settings

Hp z820 workstation on up to date win10 Pro (22H2), 2 x Xeon (8/16), 256 Gb, with Nvidia P2000 (for monitor) + Nvidia P40+Nvidia P4 (data centre gpu installed). Latest BIOS installed, All gpu seen & working in Device Manager, All latest drivers installed and reinstalled. Nvidia Control panel installed and reinstalled and sees all 3 gpu. Only one GPU is available in Graphics Settings > graphics performance preference (the P2000). The workstation is being used for a small language model but the P40 and P4 are never utilised by Win 10 even when selected in Nvidia Control Panel. Why does no
