Cannot install IIS on Server 2019, "The source files could not be found" despite specifying a source?

We have a server in the shop because the end user was having trouble installing IIS Web Server role, it gives the "source files could not be found" error 0x800f081f . I ran SFC /Scannow which found no problems, DISM online restore health finds problems and gives the same error, despite the "online" flag which should let it fetch the files from MS. I have read a bunch of articles describing this problem, but haven't found a solution. I really don't want to have to format and reinstall because this server is not on a domain and handles RDP licensing, which is a pain to set up on a single machine instead of a server farm. I'd appreciate any tips you can provide, including making the OS go online to get files it needs. I have tried specifying an alternate source, with a USB drive with the original installer we used to set this server up, as well as a fresh new image with an "install.wim" but it always fails giving the same error. ****SOLVED**** I ran setup from the original USB installer and did an "in place upgrade" OS install to the same version and was able to add the feature with no problems. It also didn't break the RDP licensing, so thanks to all who contributed!
