How to fix Windows update failing install (0x80070643)

The update kb2267602 (version 1.417.748.0) will download but gets stuck at 66% when installing, then fails. And now my computer will not open any programs, even as administrator, including CMD or Powershell. Would resetting my computer be a possible fix for that? I can't do much else as I can't use CMD or Powershell to fix anything.
