Windows 10 freezing/restarting problem

So a few days ago i ran into a driver issue where my games couldn't open or would crash with error message and i decided it was time to reset windows and install everything again. I did a cloud reset and reset only my windows nvme after which i installed every driver redistributable and apps i needed and started spotify and gta where i noticed that i had weird frame drops or small freezes in the game where cpu/gpu usage drops and also the music would stop for a second or two, i actually thought its a network issue at the time but it happened more often when i played games or open apps.
