Locked out of PC, unable to change PIN upon start up

Hello, I just upgraded my computer parts and whenever I get to the login screen, I get the message "Your PIN is no longer available due to a change to the security settings on this device. Click to set up your PIN again".So I made sure I was connected to the internet and signed into my Microsoft Account. But once I try to change it, it stops and says "Something went wrong" (image attached). Doesn't work no matter how many times I click "Re-try" and If I click "Skip for now" it literally just takes me back to the login screen where it still wants me to change my PIN.So I'm essentially locked
