Time is different when not on Domain

Whenever I start the laptop on the Domain at work my time is correctly

syncronized with the network but whenever I start the laptop off the Domain,

the laptop is exactly one hour (sometimes exactly two hours ???) ahead of

the correct time.

 

Time zone is setup correctly (EST) and the DST is enabled as it should be

for New England. The only thing I notice that is strange is that when off

the Domain and I go to the date and time settings and sync to

time.windows.com or the second choice I get an error. If I use a third

party utility (don't want to), the sync works and shows the right time.
