My Windows 10 login screen don’t show up in safe mode and normal mode?

After resetting my PC due to BSOD Error, Window’s login screen failed to appear. I tried using Ctrl-Alt-Delete with no effect. Tried scrolling the screen upwards but then a new screen appeared.Next, I booted in SAFE MODE but it didn’t help. I later signed in with my Windows password to be able to use the Command Prompt. While in comma nd prompt, I typed the sfc /scannow (System Scan)The process started but returned a message after running for a while, that says the following; Windows Resource Protection could not perform the requested operation.
