Why can I not reinstall my Email account on Iphone XR

I cannot acces my hotmail.co.uk account either through the Internet or Iphone XR, where i have been using it. Deleting the Account and reinstalling on Email has not helped either. I do not receive a code to set it up on Authenticator. Very disappointed that hotmail is not as userfriendly as Gmail.
