PC starts lagging and jittering after being run for a while

It used to be fine but idk what happened, I start using it normally and then it starts lagging and I have to restart it to make it work again. I tried checking for corrupt files but there were none, and when I try to restart it tells me this program is running that is called GDI+ window(idk if it's a normal program that should be running or what). I have been thinking about factory resetting my PC but if there is a fix I would appreciate it, I heard people talk about memory leaks but I don't know how to check for them or fix them.
