Automatically pop out of front window

So recently my computer starts automatically popping out of fullscreen mode of any app like when I quickly double tap the 'windows' key on my keyboard. It happens like once every hour or so and it turns out it affects every app, not only ones that are fullscreen, but that is not as noticable. I suspect some function or app are trying to pop to the front and somehow fail. It was too tedious for me to check every service or app as it only happens so often. I was posting this asking for help if there is any function I can use to track window at front or are there any app or functions that are mor
