Why is Windows Update able to override my settings and even remove my entire folder "1-1-1-Disable and Enable Updates"

I have no idea how Microsoft are doing this BUT I am sick and tired of fighting update attempt to my Windows 10 installation.For the umpteenth time I have disabled "wuauserv' and stopped it with ""services.msc".The very next day? You guessed it. Worse still a few weeks back when Ilooked for my folder "1-1-1-Disable and Enable Updates" I found it suddenly empty.And of course I am once again stuck with a valuable waste of HDD space with another rotten folder [renamed] $WINDOWS.~Bla to get rid of plus other folders in the Windows Directory. Now all of this is relatively new after many previous ye
