WIN11 Pin setup without internet access, deleted Ngr folder but stuck in Sign In screen.

Hi, I have a dual boot Win11, both installed on one Nvme drive. After installing latest 22H2 update on both Win11 versions my PIN had to be set again. Unfortunately one of those I disabled internet to keep it "clean" which resulted in being stuck. You need internet access to set PIN and there was no way to get passed this screen.So, I went to Advanced startup and deleted the Ngr folder using command prompt not knowing I would be stuck again trying to sign in. I still cannot get into windows.. How do I solve this?Thanks in advance!
