My Microsoft Account is missing "change account name"

My Microsoft account doesn't have "change account name" in control panel and isn't linked to any emails. I am on Windows 10 and the accounts is missing any identifiers than say it is local.Images: (i can't upload them here for some reason)https://imgur.com/a/lr3KjKD
