I am trying to run an msi file to install a program in Windows 10. Halfway through the install I get an access error

Hello,I am trying to install a program on windows 10. When I run the msi file I get C:\Windows\Win32\drivers\etc\hosts permission denied. I have tried to run the file as administrator in command prompt. I have added the registry keys to run as administrator. I have tried to right click on the msi file to give inheritance permission. Nothing works. There is only one user account and it has full administrative rights. Why is this not working? What do I do to get the msi file to complete the wizard installation?
