Why is device manager constantly refreshing?

Whenever I go to the device manager the device list refreshes every couple of seconds. I've read other posts with a similar problem but none of those solutions has helped yet., I've updated all software and drivers on this machine. I've tried unplugging all USB devices and restarting my pc and the problem remains. I restarted in safe mode and nothing changed. One thing I have noticed and believe it's related to the issue is there is an unknown USB device problem.
