i tried to Delete files, but its says error, permission demied.

Hi, When I was on chrome I noticed I had an extension called Celestial vermillius. I tried to remove it and I was unable to do so. The remove option was gone. Then I tried to delete chrome, but I was unable to do so, as I couldn't find it in my "apps" in the settings. So, I tried to delete all the files. I got all the files deleted except user data. This file is stored in the user section of my drive. When I try to it says access denied Permision from .... is required. When I tried to change the access in properties for the drive, security tab, I am getting error applying security failed to e
