Cannot activate Windows 2019 Server Standard Retail.

I am an end user and I have purchased 5 Windows Server 2019 Standard Retail software. I have activated two of them in the recent past but when reinstalling and activating those two packages I get an error that the software cannot be activated for whatever reason. I looked up the error code (0xc004c003) and according to that code my Windows Server is blocked on their activation servers. This is retail software it should activate at any time without further problems. I have tried 1 brand new package of the other three packages. They have never been used and activated as I have just removed the p
