Cant Clean Wipe Computer Stuck In A Loop

So my pc has been having problems where it blue screens after like 10 mins of using it, if i make any changes to it like deleting folders or applications and i reboot it the applications and folders return. Ive tried to clean wipe my computer and every time it says cannot find environment or whatever so I do sfc commands and dism commands to enable it and even if all that works i go to reset it and it reboots right back to the same thing so its unable to ever clean wipe.There is even a sfc details note on my computer which shows me multiple things that weren't fix and corrupted.
