My laptop with Windows 11 is now opening with the blue screen!

My HP laptop with Windows 11 is opening with the "blue screen". I've tried all the steps it suggests to get the home screen to come up but the blue screen cycles back to its options (suggestions) and with each one I try I keep getting the message that it is not responding then eventually wants me to shut the thing down. Have I lost Windows on it? Should I take it to a professional?
