When adding Security: Digest Authentication and Health & Diagnostic: ODBC features to Web Server (IIS) I get an error

I'm trying to add 2 additional features to Web Server (IIS) which are Security: Digest Authentication and Health & Diagnostic: ODBC but I get an error.The error is "The request to add or remove features on the specified server failed. Installation of one or more roles, role services, or features failed. The referenced assembly could not be found. Error: 0x80073701".I ran SFC, DISM and checked the Windows update and everything is fine with no issues.I tried to add the features using PowerShell but it doesn't go through and I get error "Enable-WindowsOptionalFeature : The referenced assembly
