How to let users domain users to let edit their network configuration without giving them excess privileges.?

I wanted to let the our domian users to configure and edit their network configuration (IP settings- static/dynamic etc) so I used restricted group and added the user to network configuration operators, that was successful and the user was able to edit network connections without needing admin credentials.But the downside of this was that now they are able to install other softwares as well with their own credentials. I'm confused if that is due to this setting or some other misconfiguration that resulted in this.Could anyone help me with this?And please can you suggest appropriate UAC setting
