AD Password Change- Password does not meet requirements

I am an admin for our domain, which has 13 DC's that replicate constantly. I'm not as familiar with this stuff, but I am unfortunately the person with the most knowledge in this at my company. When users attempt to change their password either due to password expiration or just changing, they are presented with the "Your password does not meet the requirements," regardless of how complex it is. I know it's not user error because I've tried to change their passwords and done incredibly long and complex passwords with the same error.
