Memory not fluctuating in Task Manager/Resource Manager

Hi All, Having a weird one where the Memory in Task Manager/Resource Manager is not fluctuating when opening or closing Apps. Its stuck at 14/15GB - even after Restart and just sits still when opening Apps or closing. Windows 11 - 1 x 32GB RAM Stick Freezes when searching for emails or opening multiple PDF. Any help is appreciated. Many thanks
