Installing SharePoint 2019 but won’t launch Farm Configuration Wizard…

We were just approved for Server 22, so I took this as a chance to build a fresh SharePoint server. My domain is fully air gapped from the internet so everything has to be brought onto the domain via removable hard drives and ISOs.

 

I have had several problems getting this all to work with the base ISO for server22 not having the 3.5 .NET framework or even a /sources/sxs location.

 

I have build my sqlexpress2019 server on the same machine and I have given my SharePoint service account all of the propane roles both locally and in sql. Each time I try to launch the farm configuration wizard it is saying that I cannot run this due to a similar task already being performed but it never does anything.

 

Also, when I try and create a site collection it will always say my sites are unreachable or it gives a permissions issue. Anyone have any ideas?
