Cannot Apply Cumulative Updates to Windows Server with SQL installed

I don't usually reach out for help, but I am pretty stuck on this one.

I manage 100+ Windows Servers, ranging from 2016 to 2022. Updates are pushed out through SCCM.

This is not a new setup and has been working reliably for a few years now.

I did recently note a few servers that had failed to upgrade, as of the September CU.

I first noticed that these servers all had MS-SQL (various versions) running, and were on Server 2022.

I did find another one today, Server 2016 with SQL, same issue

The error is:

"2024-09 Cumulative Update for Windows Server 2016 for x64-based Systems (KB5043051) - Error 0x80070005"

My research says that this is a permissions issue, although I'm not sure why it would be. I assumed the issue was something that it was attempting to update in SQL and failed due to lack of permissions.

When I first noted this, I waited to see if the October CU would fix the issue, but the same issue remained.

So here's my process:

-ran the updates troubleshooter

-went through the standard updates cleanup method that will be the first thing people recommend. (Deleted folders, etc)

-chkdsk and dism file checks

-Tried downloading the updates from Microsoft instead of SCCM. Same error

-Tried downloading the CU installer from MS catalogue. Same issue.

-Disabled all SQL services to prevent files being in use and preventing the update

I did fix this on one server by installing Windows in place. I don't know if I will see the same issue on this server next week after Patch Tuesday or not, also Id rather not have to take down these production servers to run an inplace OS install as it is slow, disruptive (and may not be the long term fix.)

I've looked everywhere I can and have not seen anyone else talking about the same issue.

Next step is to try to deal with Microsoft support, but Ive never needed to in the past and would love to get this resolved without resorting to that.

Thanks
