Can't create a new windows service for non-admin users

Hello! I'm a system administrator, i'm trying to automatizate the installation of a remote desktop access application for all users inside the domain. The application needs to have a service running on background, otherwise it won't work for me to connect myself to this PC unless he stays with the app's window openned. I run a powershell script as a logon script inside GPMC to create the service related to this application, and it works fine for admin users, but don't work for non admin users. I have tried a couple of things, taskmanager for some reason does not work, logon scripts seems not t
