I'm not 100% sure and i have had a quick look but i could have sworn that their is something in Server 2003 which can do this.

Licensing is capped at a "one time fee" irrespective of how many PCs or servers you want to audit. It doesn't require any database identification libraries and delivers results in CSV format so they are unencrypted and easy to parse for consolidation to larger systems for query. Doesn't require any MOF file creation (as in SMS) to recognize software either!
