This is not a Windows function (because when the PC is turned off then Windows is not active!). Some PCs have a BIOS wake-up function. Check the manual that came with your PC or motherboard for details.

Another possibility is to just leave the PC on all the time, and enable sleep mode.

If waiting for your PC to boot is so "not nice" I would suggest either getting it checked or changing your routine. All one needs do is turn on the PC first thing, then by the time they put there stuff down/make coffee/scratch themselves/hang up coat or do the myriad of other small tasks people do before they actually use their PC, you won't miss the time.
