Status/Notification messages in tray/notification area

How can you retrieve these messages if they disappear before you get a chance

to read them.

Or can you set these to stay on longer or stay on until you close them?

If the user does not appear to be using the computer, the system does not

count this time towards the timeout.

Yes, I've noticed this, but it doesn't answer original question: Can a user

do anything to change the timeouts or retrieve them?

The shortcut/url seems to be programing geek stuff that I have no idea about.
