You could record this message with the Windows voice recorder

or a third-party sound recorder, then play the resulting sound file

by selecting it for the "Windows Logoff" sound (Control Panel /

Sounds / Sounds tab).

If you have a microphone, you can use Sound Recorder to record the

message, save as a .wav file. Then open Control Panel, Sounds and Audio

Devices, Sounds tab, replace the Exit Windows sound with the one you

recorded.
